That's a tough one! If it were me I would buy a Doxa sub200 (yellow, blue, or orange) and the new lavendar King Seiko! (let's ignore that this is a couple hundred over budget, and is only two watches) 

My heart says buy 1-2 used Farer watches, but that’s a tight budget. 

1800 buys you all the Seiko 5s your heart desires and if you want cheap, all the San Martin, Invicta, and Pagani Design homages you could want.

Get colorful Nato straps as they are cheap and change fast. Watch dial colors trend one day only to go out of style later. BTW most people think you have a new watch with a different color strap.

I think I’d rather have two Farers than 1000 SMs or PDs. Wonderful watches for not a ton of money, relatively.

I would only get 1 or 2 coloured dialed watches to start with, you may find it’s not your thing, certain colours that is and only regret buying all if them in one hit 👍 Pictures of colourful watches on your computer can vary dramatically to what they are in real life. What some watch manufacturers call blue for instance more  often than not turn out to have a more green in them than being a true blue colour. 
One micro brand that comes to mind would be RZE, their new field watches come in different colours and you may get the whole collection for the money you have.

RZE make great watches, all titanium and the ones that I’ve owned, the movements  were solid and ran spot on 🙏🏻
