I highly doubt the authenticator is doing something as dishonest as stealing your watch. All of his information is with eBay. It’s not worth destroying his reputation, business, getting a criminal record, etc for a single watch.
In the case of a wrong address or otherwise undeliverable item, eBay stepped in and contacted the customer, rescheduled a delivery, and maybe offered a small concession such as a discount. No refund necessary.
I workin an adjacent area. My guess is that eBay covered the cost unless the authenticator made some mistake where he would be liable to under his contract with eBay. These “concessions” are built into the budget of the authentication program.
It’s possible the package was lost or stolen on the way to the buyer, or delivered to a wrong address or some mixup at the fulfillment center. Who knows.
