Here is the explanation from the manufacturer Xeric : "Reading the time looks complicated but is actually quite easy. Simply look at where the hour meets the minutes in the upper viewing window. Thatโs it. As time passes, the next hour comes into view, and the geneva gear mechanism on the bottom shifts the hands to their next position."

Yes except it's 5 minutes increments, but not exactly ๐
Actually the minutes indicator is a rotating disc with 5 minutes increments but with a bit of practice you can still tell the time with a 2-3 minutes precision...
For example here it is in between 10 and 15 but closer to 15, so 12 or 13 :
