I'd probably be on the lookout for a vintage Seiko Type II Quartz. They're really well made watches and there are some nice examples available in that price range. I just recently got this 7546-6000 for 138 USD.
I'd pick up a vintage Seiko Skyliner. The 6000 series manual wind movement and classy looks with modern 38mm sizing really seals the deal for a cool vintage pickup!
