I'm trying to put together a list of navy blue dive watches smaller than 38mm. Only watches theoretically available as new, so not counting the Seamaster 300 mid-size from a decade ago. Here's what I have so far. What's missing?

Your looking in the women's watch catalogs then. Any watch that size should not have the numbered fidget spinner people like to click away at. More bezel is less dial which is the whole point of the thing.
Their web site isn't especially helpful, but I cannot find any model smaller than 38mm.

A few on the list are marketed towards women, but most are not. Personally, I don't get hung up about that, but I understand that some guys can be sensitive. (I will, to be sure, forgo the Tag because of the diamonds.)
Although the (waning?) fad is for large watches, there's nothing wrong with a rotating bezel on a 36mm watch. That's how watches were made for decades, and watch designers had no problems accommodating it. Some of the watches on the list are homages to earlier models and match the original's size. But even common watches such as my Camy from the late 1960s had those dimensions. The Delbana chronograph from the 1950s has more dial space taken up by the tachymeter and telemeter scales, but it's even smaller at 34mm.

Good luck with your mission! I believe over the past 3 - 5 years a lot of watches came out that fit this price point. My go-to answer is Lorier, however I believe they stopped making the Neptune in Blue (or at least temporarily did). Oris also recently came out with an Aquis at 36.5MM.
The Victorinox Maverick comes in a small 34mm size
and the Wenger Seaforce comes in a small 35mm size

Gonna stick to < 38mm for my list to keep it manageable. But that's a nice watch.
Probably doesn't qualify because it's a pilot watch, 3atm, and a chrono but I think it has the type of look you're going for.
Blancpain Air Command 36mm.
Although, the fifty fathoms 38mm fits the bill:
I love my 36 Tudor Blue Sub. While it’s not new (from the 90’s), it runs like a top, Rolex case etc. and has an ETA movement so getting it serviced shouldn’t cost an arm and a leg. But yeah not new though
The aquastars look cool but I think i remember something about them being quite tall. I second that Solar Seiko Diver. I love my green one.
I had no idea the Planet Ocean came in 37.5mm. Adding to my "potential grail" list!
The Aquastar is 12mm thick, which is quite good for a diver. The Omega PO 37 is 15mm thick, which is a bit chunky.

Just looked at it, but I read and heard that the Powermatic 80 movement is disposable and cannot be repaired and at that price it's out of my budget but nevertheless a good looking and interesting proposition by Certina. I just whish other brands start to make more modest size watches so we can have more options.
I would like to add that there is also the Citizen EP6051-14L which is the 34mm and blue dial model of the BN0151-17L.
