Looks like old Soviet field medic watch, with pulse measurement scale. Should be pre-mid 80s. But hard to say for sure.

Availability is a big problem - my wife for one is not big on overly decorated watches and that seems to be a big limiting factor for her. Only diver she has in her collection is this Phoibos Sea Nymph.
