Currently, I'd say CWC, Bremont, or CW. Back in the day, Smiths, Omega or Rolex.
Realistically, Timex or Casio... The kind of people who go around doing spy stuff don't tend to try to stand out with luxury goods.

As a Brit, and with the current economic malady in the UK, I think James should get a Ravel, which is currently No.4 bestseller at Amazon UK and the cheapest I could find is about £6.96.

Another vote here for the Cabot Watch Company. The traditional watch of the British millitary, no surplus complications to get in the way of what Q does and discrete unlike Rolex and Omega.
