citizen promaster tough bn0211 (42mm) - it doesn't have a rotating bezel but it has all the other specs a diver does and then some (sapphire crystal, hard coated case and bracelet that's 5 times more scratch resistant than steel, mono-block case, decent lume, eco-drive). this is as tool-ish as a tool watch can get..

the seller is very well regarded and the watches are like new.
I'm in the low budget space and Casio is king of everything here.. I don't know if there's anything else that can give you more bang for buck than Casio.. Maybe the Chinese homage brands when you enter the automatic area..
Citizen eco-drive / Casio tough solar / other solar watches probably give you the most out of your cash when talking about.. movements and not necessarily brands..
I'm on the fence about seiko, they aren't as good of a deal as they used to be and orient are taking their place as the budget king..
If heritage is not that important than there are plenty microbrands Tha offer a lot for your cash..
