I really couldn't say who would hold the title of "best", but I think Marloe deserve a mention. (I am slightly biased because they're fairly local to where I grew up!)
Here are the 3 British watches in my collection that match your criteria.
Clemence Photic Diver
They’re based in Edinburgh, my old hometown, they’re out of stock of these just now, more are meant to be coming in early next year and they’re supposed to be putting out a field watch soon.
Smiths PRS60 Commander from Timefactors
They sell limited numbers of these and you’ve got to be quite quick to pick one up before they sell out. If you sign up on the Timefactors website you’ll get a heads up on when they’re going to be selling them.
Goofy Panda by Studio Underdog
Got this one on pre-order hopefully coming next month. Studio Underdog are another brand where you sign up and then make sure you’re quick off the mark when they come in.
Both the divers are great and I can definitely recommend them, and I’ve only heard good things about Studio Underdog.
I've got a Shoreham Snowdon on pre-order at the moment. Designed in the UK, Seiko NH34 GMT movement, cheaper than the equivalent Seiko GMTs and far outpaces the specs.

Elliot Brown.
That's a tough one, as they're mostly over £500 (CW, Fears, Farer) so I'd suggest CWC. Proper military watches with genuine history.
Maybe Timefactors are worth a look too, tho I hear their ordering process is a PITA.
You could always try vintage, tho that's a whole different can of worms!
Good luck, I'm intrigued to see other's replies 🇬🇧👍🏻
Look at Marloe. I have always been attracted to their designs.

If nothing else, they deserve credit for doing something slightly different.

Also Mr Jones Watches!
It has to be rotary for me they are not all winners but they do have some great watches under £500
I would vote for Smiths by Timefactors. Definitely worth consideration.
Cestrian watches,👊
Was gonna say Studio Underdog, which has already had a mention. How about Lorier?

Geckota and Marloe for current design. Mr Jones for something different. Rotary as always for the sheer breadth of their output.

Great suggestion. First time we have come across this brand, really like the fonts used on the dial.
