To answer the OP's question, if you like it, why not? As others have suggested, there are other contenders at this price range such as Tissot PRX. I'm not sure what a tough movement is, but I am a big fan of tough solar, so you got that going for you over a PRX. The look wise, it seems like a handsome watch.

Tough movement is pretty much tough solar just renamed.
Does the inside ring of city names rotate? I assume it's used to tell time in other cities, but how do you make that happen?
It doesn’t rotate, you pull out the crown and the second hand points to the city which time-zone the watch is set to. You rotate the crown to choose cities from there.
