Dawn blue dish soap and a toothbrush ought to do it! The Dawn will dissolve any oils that are clinging to the surface, which is most likely why it keeps coming back.
What other said. The other tip, especially for black bracelets, you can use black plastic/rubber restorer that you would otherwise use on car trim. Same thing, soft toothbrush, wipe dry.

Throw away it and buy another!
Ahahahaha i am joking of course, clean it with toothbrush and water it is enough.
Used dawn Platinum the pH is neutral so it doesn't dry out the plastic and a firm toothbrush
Dirty is g-shock natural environment. Let it get dirty. Abuse it because g-shock love punishment.
As others have mentioned, toothbrush and mild soap.
I also picked up a cheap ultrasonic cleaner off Amazon. Use it for some of my G-Shock/Protrek watches, jewelry, fountain pens, sunglasses, bracelets, NATO straps, etc.
Basically if it fits in the tray, I've used it, autos and non shock resistant watches excluded of course.
