These buttons show up after you click on someone's profile pic. I think they changed it recently, you might be able to follow someone now but not send messages for two weeks.

Thanks! Yeah I've tried clicking those buttons and it says following for like half a second then reverts back 🤷 definitely not letting me follow anyone at the moment 😢💩
