What is the function of the "+" markings and line engraving extending out of the red jewel?

That is the rotation (counterclockwise) of the regulation lever to increase the speed of the movement.
Unusual only in that there's no corresponding minus mark.
The Positive sign means that if you or a Watch service technician regulates your movement is the direction to regulate it faster . All they have to do is move that little nub point on the regulator in “Very Small increments “towards the plus sign ➕. That is what the plus sign means. If your watch is too fast then go the opposite way “In Very Small Increments “” !!!
