I have this thing about Seiko where I have trouble stomaching some of their higher end prices. Then again, I like the look of that Seiko a lot. Even the “X” doesn’t quite ruin it for me. So with your money? I’m saying Seiko.

It is quite a looker indeed. I got to try it the other day. I'd be curious to try the SPB297 some day. That has "Grand Seiko dial" written all over it
If I chose one of them, I'd do it not for the history but to wear the heck out of it, so I'd definitely want to try them on first. As I haven't already, I can't really tell, but I'd lean towards Citizen, because titanium and framed date window.
I think this is actually a tough choice. With the Seiko, there is a better than slight chance there will be some QC issue, probably bezel alignment. Also, it has the 6R35 movement, so lower beat rate of 21,600 bph, but it does have a longer power reserve. The Citizen has a titanium case and bracelet, and a 9051 movement with a rate of 28,800 bph, but even the 9000 series movements can have noisy rotors, something you won't face with the Seiko. It also has a shorter power reserve. I think in the end I would go with Seiko for an automatic diver and only go with Citizen for an Eco-Drive diver.
Objectively the Citizen is the better, more capable tool watch - which I highly value.
I had to pick the Seiko though, even with all its faults, and misaligned marker/bezel (which has become part of their "design language" at this point) for one irrational and frankly silly reason: The Mercedes Handset...
Because in my world quartz movements are always inferior to automatic watches i choose the Seiko. I am a bit saddened that my personal favorite Japanese watch maker, Orient, is apparently being overlooked in this particular poll.

Neither, 3:00 crown is a recipe for a big red mark on the back of your hand/wrist
The design of the Citizen doesn't work for me, or at least it works less well than the one of the SPB143.
