What Determines Water Resistence?

Hey all, hope you are having a great Saturday. I was hoping some light could be shed on this topic, since I tend to consider different seals in the crowns being used, or the thickness of the case back. 

What is to stop manufacturers from implementing a high water resistance in a dress watch for example? What even is the point of the Panerai Submersible (besides the bezel) if most 44mm Panerai have equal depths?

That's probably the answer I was looking for actually, and it makes perfect sense. However we have companies like Invicta and Vostok making cheap divers, the latter known for exceeding their ratings. 

You make a good point on necessity though.

As mentioned already it's a balance between need and expense. There is a third factor as well, customers like bigger specs, so sometimes companies make watches that go well beyond what is required, simply so customers feel like they are "getting more value". 

My Damasko DS30 is a 39mm diameter watch, that's just under 10mm think, but it has 200m WR. It doesn't need that much, but the competition (Sinn 556) has 200m WR, so Damasko "needed" to keep up with the specs. It likely cuts into their profits to do it, but it keeps them on the same competitive specs level as Sinn.
