This is a very strange position for something rubbing. This is second reduction wheel of the automatic winding mechanism. So there is nothing up there , besides the Pawl level.
To all the experts: am i wrong? I think it is possible, that right side of the lever can jump of the wheel and is now rubbing between the wheel and the coverplate… 🤔🤔
Had not worn it in a while but it's running about how well as it used to, about +4s/day
If it is running that good then wear it for a few days and see if there is anything different with the watch. Then you can take it to Seiko or a watchmaker to get it checked for your peace of mind. I would get it checked under warranty.
Looks like it was over lubricated during manufacturing and its excess oil on the gear wheel. I have a few watchmakers commenting on Seiko using too much lubricant
I agree @Markell that seems to be over lubrication. If like you said above it's still under warranty, if possible I would ask for a replacement or, at least, a revision. That colour could be old lubrication or in worst case stain/rust/moisture residue.

Is it running ok?
Considering the SPB259 has been out of for few years, I'm guessing you have used this watch for a while.
If then you should get it checked. And how is the watch running?

About +4sec/day, same as a few months back

Sheesh that’s like a certified chronometer. If you have doubts, get it checked out for peace of mind.
