About the lume itself, its no longer radioactive. Only old/vintage watches have that kind of lume.

About fix the watch, go to a watchmaker. I dont think it's worth it to buy a lume kit only for a dot. Replace the entire bezel insert is also an option, but not necessary as I could see on photo.

About the movements, they are both good ones. NH35 is a well known 'unbranded' Seiko 4R35 movement. YN55A is an 'unbranded' Orient F6922 movement. They are both very similar on this range of affordable watches. Besides, nowadays they are both companies of Epson conglomerate.
