The hands are carved, with the black level being lower. I think the steel in the hands is dark unless polished, and only the higher level is mirror polished to catch the light.

It's a modern and very affordable watch from Merkur (google Merkur watch) with a new idea in hands, but otherwise very much based on classic vintage Chinese watches from the 1960s/70s.
