Depends on what your style is or what kind of collection you are trying to curate. I’d personally get the GMT if I had to choose between those 2 because I don’t have one. Both are totally different minus being orange.
It's hard to help you decide cause both are different style watches 😅. The Seiko is more of a utility/tool watch but that Citizen is more of a dress watch.

It’s a $300 watch buy both and be happy not like you will be in debt for the rest of 2024
