I think the specialty leathers at Straps Atelier are generally excellent for the price (Horween Chromexcel, Tochigi Jeans Leather, and their Epsom leathers). Excluding deployants they run at $50-75ish.
Definitely a second on Tuns. The two I have from there are excellent.

New old stock German, French and Swiss made straps can also be bargains. E.g. ZRC/Rochet, Speidel before they outsourced everything to China
