I normally don’t give input on these ”this vs that” questions. I find it up to the individual, but here I feel forced to step in:

Citi is a better watch in my opinion, better dial colour and movement. Seiko is better with hands and indices. The case on par, bracelet is citi with male end links looked better than female if you have the wrist.

Hehehe... obviously you're convinced already. :P If for anything, I think the Seiko 5 SNXS79 looks more stunning and sexy than the Citizen ;)
Whichever you choose, advanced congrats!
I would also like owning a SNXS79, but it's caseback is just too thick for comfort it destroys the beauty of that timepiece
