Watch first. But I don’t usually try to match my clothes to my watch. The watch matches my mood.
Unless I'm going to a formal or professional setting, I typically dress pretty casually and wear a watch that either compliments or clashes with the colors I have on. Say I have a black t-shirt and blue jeans on. I'll either wear a bright, colorful watch to clash or a simple, dark watch to tie it all together. It depends on how I'm feeling, mostly.
First I consider what I need to do. The clothes and watch match mission requirements.

I wear a uniform for work so I wear the same thing everyday so I just choose a watch.
