Yes it is.. Them Japanese keeping the good stuff for themselves. 😂 saying that. You can actually see these internationally. I got mine from a dealer from Singapore. Not sure about the model you are interested in but the build quality for the model I got is AMAZING. Worth looking into it. :)

And yes.. those hands are magical. No lume but the brush and polish surface reflects the slightest light. It’s visible even in low light. 🤯

I think it is the NB3020-16W. It is a JDM model, around 700 euros.
