My normal go to is the Orient Kamasu or really any Orient diver when people ask about budget divers, otherwise the Citizen Promaster line might be worth a look.
Orient just released a new and super wearable Kamasu at 40mm which I think looks great. It's not available in all parts of the world yet though. Here's a quick video.

You might look at the new Citizen Promaster EO2020-08E. It is listed as a woman's diver, but has a great size at 36mm.

Might want to check out a Vostok - a bit weird and not quartz, but it’s cheap and sturdy!
Invicta makes excellent divers, some of which are not very large at all. Example:

Price: $51US
I’m on the same boat as you. I too have a small wrists (5.9 inch) and am currently looking for a grab and go diver that doesn’t cost too much.
Some of the divers on my radar are: Tissot Seamaster 1000 36mm, Dan Henry 1975 37mm
