Assuming you mean the one on dial and not the minutes counter on bezel, it appears to be a standard tachymeter. It says “miles-km”, but will work for any unit. E.g, furlongs or yards. Start the chrono at beginning of a distance and stop when you’ve traveled exactly one unit of that distance. The number the second lands on will tell you the speed in units per hour. E.g, if measuring furlongs, aftet 1 furlon, you’d have averaged ~125 furlongs per hour according to where second hand is. https://en.wikipedia.org/wiki/Tachymeter_(watch)
I just did a little research on this and the watch is NOT a chronograph.
The 24 hour dial on the right is slaved to the regular time and is basically just a day/night indicator. The 24 hour dial on the left is a 2nd timezone that can be adjusted (by the pushers) to a second timezone. Otherwise it's just a quartz watch and the tachymeter scale is useless without a chrono seconds hand.
