The other day I was attempting to fit my 22mm Artem sailcloth strap on my Black Bay. No matter how hard I tried I couldn't force it in there. I got out my calipers and measured the lug width at 21.45mm. My 22mm NATO straps are fine. And my leather straps easily can be squeezed in. But the Artem has no give in it. I'm trying to decide if I should give up on fitting a sailcloth strap or should I order the 21mm and give that a try? The plus side is that I plan on buying at least one 21mm watch in the future (40mm explorer or polar explorer ii). The downside is if it doesn't fit, returns to Australia are a pain and I don't have anything else in 21mm. Thoughts?

Certainly no strap monster. I have a cheap watch that I ground out to 20mm but that won't be your option.
