Browns work with almost anything, but I think if you don't go with a blue strap, you should try to pick up another color from the dial. Pattern and materials play big part as well. I had a carbon fiber on dark blue face Citizen diver and it worked well.

I think green is an odd choice with blue, but I'd never wear a blue leather strap with a blue watch.

I think there is a broader context to consider - i.e. I wouldn't wear a leather strap on the beach. But purely on aesthetics, it looks fine to me.
