Asked her many things in life and most the time it’s the same responses “ don’t know what do you think?”. So I have given up long ago asking, I guess I will have to think about it but the hand me down ( or wedding gift )idea is good 👍
It’s a beautiful piece. If you sell maybe she can get something else that she can enjoy daily (a purse?). I would think an unworn vintage Cartier could bring a decent return.
Side note if you’re serious about selling I’ll ask my wife if she wants it 😅
It's a valuable watch that - as you said - could be passed on to the kids. Imagine receiving a Cartier watch that your dad gave to your mom, whether or not she wore it. It could be one of those heirloom watches that stays in the family, and YOU started it!
As an aside, my M.O. is always to keep my watches. My watch collection has a one-way valve, so my default is always keep.

My first thoughts are that it's her watch, so it's her choice.
Assuming she is happy with all of the options, then I'd sell it.
If she's not wearing it then there is no point in holding on to it.
If you pass it on to the kids, what memories are attached to it for them? It's just something that their mother owned but never used.
If you sell it, you can see if the money can towards a watch that she might enjoy wearing, or towards something else.

She never really had the chance ( I think ) its not a everyday watch so…..
