Problems with Citizen Eco-Drive! Need advice!

I received this Citizen Promaster diver for about $60. The seller disclosed that the watch works, just needs a new battery. The watch doesn't run, and I know that if the Eco-Drive doesn't charge it may need a new capacitor. But a funny thing happened. I pulled out the crown and move the hands, but the hours hands weren't moving. The minute hand rotated but not the hour hand. Also, the date wheel wouldn't move above "24". I'm wondering if this a common issue when the Eco-Drive needs a new capacitor. I'm hoping I didn't buy a Citizen paper weight. 😬🤞

Oh that’s no good. I’d return it since the seller said the watch works, and it’s clearly not fully operational.

I think the hands and date wheel should move regardless of the capacitor condition. I'd believe it has a different, more serious problem than the capacitor.

It could be the charge is too low to function or even the capacitor is dead and that's why it's not responding to the crown movements.

Charge it in direct sunlight for a day with the crown out and see if it comes back to life, and then have the capacitor changed.

You should be able to set the time and date regardless of the battery situation, like @DrianX pointed out above. It sounds like maybe a loose cannon pinion, but that's just a guess. Sorry, brother. Shame on the seller.
