Mod VS New Watch (Where's the Line?)

I've had a reoccurring thought as I've scrolled through Instagram these past few months looking at various watch modding projects, that thought being "isn't this a new watch."  I'm referring to pictures of watches labeled SKX mods when they have a new case, dial, hands, crown, etc. and the one thing they have still in it is the NH35.  Does that make all the microbrands that use that movement mods?  I don't think so.  I get it if you have a Submariner and swap the bezel insert for a color more appealing to you.  That's modding in my opinion.  But when the entire structure of the watch has been modified to the point where the watch isn't even identifiable by it's silhouette.  I'd love to hear the perspectives of people that actually mod because I myself do not so I don't know how qualified I am to speak on this subject, thank you.
