"Which one is better" questions are always difficult.
I happen to own the 556A RS (and am currently wearing it as I type this) and love it to death. That said, I do quite like the look of the new Conquest too, at least in pics. I haven't had a chance to see it in person yet. I think for me it would currently wear a bit big, but if they ever come out with a 39mm (which seem inevitable, since they eventually did for the Zulu Time and Legend Diver, for example) I'd be interested to try it on and give it some consideration.
As @OldSnafu mentions though, these are very different watches. "Which is best?" is a problematic and fairly useless question. "Which is best for me?" is a better one but really depends on what you like, how you want to wear the watch, and so on. Both are good quality watches.

I like both but the Longines just looks a bit classier IMO.
One is a utilitarian plain dial watch and the other is a fine dress watch. apples and oranges here.

Not as high end, but Sinn is IMO the better watch for the money I think.
