It may be a specific task watch and not a pocket watch in the traditional sense. The 24 hour scale on the dial is a clue to military use, more research may reveal something.

Apparently the 992B was the most accurate movement of the time, and many are marked US GOVT. (like this one) as well as US ARMY or US NAVY. There is talk of them being used by the Ordnance Corps, though I have yet to see this crown.
