Possibly yes, it has an aftermarket see through caseback too
As @foghorn says, these mods tend to come over from India. They used to be widely known as ‘Mumbai Specials’ and tend to be of questionable quality as they are effectively Frankenwatches 👍
Modern Seiko 5 logos are applied, not painted. The paint job on the logo and "Automatic" is sloppy. The day and date wheels aren't matching colors. There are no movement numbers and serial numbers at the bottom of the dial (MADE IN JAPAN - 4RXX-XXXX RX X). And this line only comes with 4R movements.
This watch isn't ,by chance, being sourced from India?
Vintage movement in with a modern dial- def. a mod and likely of questionable quality.
This was killing me trying to find the watch with this movement. It def makes sense that its not genuine. Too bad cause its a nice watch.. but if it works you still win.

And this is another thing I like about WC: learning things like this. Recently came across a number of suspect “vintage” watches on eBay. All Mumbai Specials, I now know. 👍🏻

looks like a seiko to me friend.
I looks like a modded watch to me. No serial numbers on the dial and that Seiko 5 logo belongs with a 4R movement.
Looks like an SNK-393 .... I'll keep looking though.

I bought it for £40 second hand on a whim and I'm just curious to find out exactly what it is.
