Depends on what you want, and if you mean before or after taxes... A Marathon GSAR on sale will fall under $2K CAD before tax, and is made by a Canadian company. 

Christopher Ward makes some nice GMTs, and Chronometers in that price range, with standard movements coming in below $1500 CAD.

Does Marathon use in-house movements?

No, they use Sellita, or ETA quartz. 

The only "in-house" brands you'll find in the price range are Seiko, Yema, or Swatch Group brands.
