The only thing for sure is that the dial was printed before Vostok changed the text from USSR to Russia. That could have happened anytime during the early 90's because plenty of stuff was still being assembled all over the country well into the early 2000 with parts manufactured under the Soviets.
I have that very same watch! (Modded it, tho.) I bought mine in Germany in the early 90s - right after the iron curtain fell, you could find them on every flea market for 30 DM - approx. 40 $ today. Russians peddled them in the bars and clubs by the pocketful. They were quite the rage in those days, almost every young hipster had one.
