I did some research and found some posts that say:
The Baikal–Amur Mainline (Russian Байкало-Амурская магистраль (БАМ), Baikalo-Amurskaya magistral', BAM) is a 1,520 mm (4 ft 11 27⁄32 in) broad gauge railway line in Russia. The main stage of highway construction took place in 1974-1984. Most of the highway is laid in the permafrost zone.
And was given as a reward to the best workers involved in the costruction as stated on the back cover "to the winner of socialist competition"
