The closest I could find was a Seiko Presage Cocktail Time in gold. It has the pointy hour markers, but it's definitely not the same watch.
I've been focusing on the straight ends of the bracelet and the interesting chapter ring / rehaut. But I can't find a match yet, either.
It's probably something vintage and/or a costume piece. It looks a lot like many many quartz gold plated watches you can find on eBay from the late 80s and early 90s
