It's a Seinfeld reference. There was a tip calculator called the Wizard, but Kramer attempted to buy votes for a retirement community condo election by giving out a cheap knockoff called the Willard. It caused havoc, causing over-tipping and such. One guy said his didn't have a seven. 😂
