You need screwdrivers, a back wrench for screw backs, and a back knife for snap backs, and tweezers...at a minimum. Start at Cousins supply house if you are in the EU.

The case back wrench sold in the "Amazon" kits works well enough.
I suggest you start by buying the Amazon kit and add the screwdrivers and Dumont tweezer.
I own an extensive!! set of tools--mostly inherited and lots I have purchased new and used. Just to grins, I bought one of the amazon style kits. The screwdrivers are poorly dressed, and the tweezers are marginal. The back opener is decent and comes in handy wen my LG does not open wide enough for modern watches.
Wearing a Vulcain Cricket which I restored. I am the son of a watchmaker and retired electrical engineer--returning to my roots. Breaking the bank with more tools: lathes, collets, hand tools, cleaners, ultrasonics, benches, staking sets, and everything in between...lol...it is an addiction.
A couple of things to check.
- Under high magnification, check to see if either of these two wires are broken. It is possible that, during a battery change, someone broke one or both of these wires. They can be soldered back.
- If you are skilled enough, remove the movement, the hands and then the dial. The dial has tabs that are press fit into the movement. Gently, lift the dial with a tiny screwdriver, working around the edge until it comes off. There is a "rubber" looking contactor that will contact to the top element of the dial. Make sure it is clean and also make sure the place where it contacts is clean. Possibly some water damage could break this connection.
- If none of this works, get another indiglo watch on ebay and put your dial and hands on it. Put into your case and it is mostly the same watch.
