I fell in love with the Pelagos FXD the minute I saw it during the announcement. But I can't afford it as a college student... Hopefully the lug design catches and we see more similar watches for less $$$...
I have owned the Citizen for a little over a year now. My go anywhere, do anything watch. Throw a leather strap on, and with how thin it is, you got yourself a decent dress watch. With the bracelet, it's tough as nails. Throw on a nato strap and it becomes very light. Best part is, You can find the Promaster Tough for less than 200 if you look around. There's also a chronograph version of it, if that's something your buddy might be interested in.

A little late to comment, but like everyone said, you can't go wrong with either... Things to consider though; Water resistance (200m VS 100m), spring bars (the Fortis has a screw-in bars, so if you change straps regularly might get bothersome). I would personally go with the Fortis, it's one of those do anything, go anywhere kind of watch.
