Two completely different aesthetics. Really depends what style you prefer. I’d take the smooth bezel for daily wear and the vintage for more special occasions.
Looks are subjective - only you can decide which watch you prefer the looks of.
In terms of everything else - the modern watch will have benefitted from decades of horological advancements, improvements in materials science and manufacturing technologies. It will be, in every objective way, a better watch than a vintage one.
That doesn't necessarily make the modern watch the more desirable piece, though. Many will prefer the quirks and foibles of the vintage piece as being more charming, more romantic, more human.

Just FYI, smooth or fluted you are referring to are bezels, not dials.
The dial is the part under the handset & holding the hour markers (aka indices).
And A because I don't like Roman numerals except rare instances & prefer less gilding (aka gold accents) on my watches.

I associate It with fluted bezel, in a dressier manner, i associate the flat ones with a more sporty guise, like the Explorer range.
