I appreciate a good deal, but <$45?! Who is making the 4Hz movement?

Starking is a Chinese company. The description on the site mentioned that it has a hi-beat movement but it might be a regular one as well, since I had no technical means to measure it's frequency. Still, at that price even if it isn't, it's not a big deal😁
