What is the perfect choice of the first automatic watch for mostly the same price?The Citizen Tsuyosa Small Second or the Seiko 5 Sports SRPK31K1?

Seiko, because you aren't stuck with the same bracelet, and swapping straps is half the fun and can give your watch a new look.

Seiko for all the reasons Inkitatus gave and the Seiko movement is easily replaced should you ever need to.

I am in the citizen camp on this one. I simply love how the Tsuyosa Small Seconds look. I have absolutely no need for a new watch, but this one tickles my mind. I am also partial to bracelets and see no reason to play around with straps so that has to be factored in.

How are people voting for Seiko here...too many fanboys...

Just from a spec-to-spec perspective the Citizen is better in terms of movement (60h vs 41h and more decorated), crystal (sapphire vs. hardlex), more interesting dial (guilloche like dial vs plain dial) and bracelet (Seiko bracelets rattle and don't look and feel like quality, Citizen is not much better but better nonetheless).

The Seiko is better in terms of wearability/size, water resistance (10bar vs 5bar) and third party straps.

The WR for the Citizen is more than good enough for a first automatic everyday watch and the higher scratch resistance of the sapphire crystal is more important that the upgrade from 5 to 10bar. Concerning the straps: Citizen does offer the watch on a leather strap, too and I am sure more options (third party or directly from Citizen) will follow -> they added a quick release system to the watch, which is another advantage for the Citizen btw.

Everything which could ignite the love for automatic watches is present at the Citizen whereas the Seiko just lags minor but important features.

The Citizen wins.

I voted for the seiko 5 which—while definitely not as good as the citizen in its specifications—is a much cheaper entry into automatic watches. If I may offer an alternative, the Orient Kamasu is a safer, cheaper, and better in almost all specs compared to your 2 options. Sapphire glass, 200m WR, decent in-house movement for its price.
