First questions first. What country are you importing to? If it’s the US, given that the value of the watch is under $800, no import duties would be owed. It gets really complicated over that amount.
As I understand it, the UK charges 20% of the value of the watch, regardless.

You should check customs website instead of IRS. Import duties are customs jurisdiction.

I've done imports to the US with fees no more than $100-200 for $7000-ish watches. Usually the shipping company will just mail you the bill
