If we count the Arnie as a Tuna, then yes? Is it considered a legend outside of Seiko collectors? Not sure. I think it is a legend within Seikodom, but not sure within wider watchdom; but that is just my take.
Within the Seiko fan-dom they'll say yes. Im voting no in the whole watch universe. The sounding board is my so-called non-watch inner circle, Im too far down the rabbit hole. If they instantly recogonize and feel its on Legend status, then yes. These are non-neckbreaded watch nerds. They all say "huh?" tuna what, sandwich?

Of course the Seiko Tuna is legendary
I don't like it but it's a legend IMO.

Hell yes! It's not even a question
It's not legendary! It's very much a real watch with a proven service record!
