Pretty simple explanation. There is an antenna in the bezel that receives signals from the GPS Satellites in orbit. This keeps the watch synchronized with the atomic clock so it is always exact time. It also calculates your position on the earth and therefore your timezone, automatically changing the time to the timezone you are in.
This is a fun watch to take traveling because you can set the second timezone @ 6 o'clock to your local time, the main hands will automatically change to your destination timezone via the satellite sync.
Citizen offers a similar technology with their Satellite Wave system. The Citizen system is a little more snappy than the Seiko system, but it is the same exact idea.

You don't have to do much of anything except give it sunlight, it automatically sets itself even if you change location. Super easy watch to own, I have three Astrons.
