Looks like the Seiko "J-bar" or whatever style, where no circular elements are visible on either side, right? There are little arrows on the inside on the removable links showing direction to push.
When sizing a bracelet, one should take equal amounts of links from each side (if even). In this case, there are ten links on one side vs seven on the other. In many cases it is because the person sizing it doesn’t know better or is too lazy.
That said, depending on the clasp, wrist, etc. some may choose to grab more from one side than another.
