I am after a textured dial watch to add to my collection of affordable watches. The Citizen NB1060 is screaming to me. I would love a washi paper Chronomaster however that is more than I can warrant spending. What watches around around that produce the same type of dials for under $1000?

How much is the washi paper version you rather have vs something more affordable because I was going to say just hold off and get what you really are after unless you talking thousands of dollars then I get never want to spend the funds to get it and wanting to allocate the funds to higher responsibilities.

Sadly they’re almost 6x the price. I can vouch for the NB1060 having owned one - really looks the part and the case/dial finishing is genuinely on par with GS to the naked eye. As it’s also rare (outside of Japan) and JDM it still feels “special” and not like you are settling. The movement is also beautifully finished unlike the equivalent Presages. I personally highly recommend!
Nice dial; but the watch does not get much (if any) wrist time. If you like a nice dial I would suggest an Omega Seamaster Railmaster which is about $3000 from Jomashop.
In my world; and after tons of mistakes, cheap watches eat my ability to buy more expensive watches.
In my opinion $700 saved to be allocated to a $3000 Omega with a nice dial; or $700 allocated to a <$2000 oris is also a good strategy.

Having both watches (see next post with pic); In my opinion; the Citizen (including the dial) are nowhere near a GS. The GS can be obtained from the gray market nearly 40% less than MSRP and is well worth it.
If budget is a consideration; I suggest an Oris NOS from watchbox for under $2K

Sorry I should have added, not the higher end GSs (like your beautiful watch!) but the comparable lower end quartz stuff (namely SBGX261) - Having had the two next to each other I’d say the Citizen definitely stacks up to the latter.

in 'watch collecting math' purchases have to be rationalized
rationalized = made up reasons for spending too much money
eg Math
watch cost/wrist time
$3000/10 years = 300/year or less than $1 a day
$3000/50 years = $60 per year
eg faux-reasons
if I buy that expensive watch I won't buy many cheaper watches..
if I buy that more expensive watch I can sell it later
any made up reason tends to work.. to the addicted watch degenerates (eg me) - the less sense it makes the better.
