My understanding is that they are synonyms so could be used interchangeably. But I've only seen a few brands and models use it. For example, Omega has used it some De Ville models, but not on others. Anyone have some insight on this? Thanks.
The Omega chronoscope has all three vs only the tachymeter on the speedmaster chronograph. Possibly they call it “scope” to make it sound more like a tool?

I'm aware of that, but I don't think the reason is that they have all 3 scales, since this Omega De Ville is called a chronoscope as well, but does not:
Nor does something like this Junghans, which also calls itself a chronoscope:

I think chronoscope function is used to measure heartrate and chronograph is used to measure speed.

I don't think so, I think what you are referring to are:
Tachymeter
Telemeter
Pulsometer
