The beginning digits of the serial number tell you the last number of the year, and the next two digits is the month.
To me, that looks like a watch from the 1970's, so my assumption was 1978, because the movement came out just a few years prior. Graham @TimeOnMyHands has a different opinion and suggests that the watch is from the 1980's, making it a 1988 manufacture, and it very well could be.
I looked online for probably an hour and found conflicting information, some of it supporting Graham's position and some supporting mine, so at this point it's unclear. It would be lovely to find an old Citizen catalog but I couldn't find any.
I have a similarly-styled watch from ORION, with that horizontal stripe and similar case shape. I have not dated this watch either, since information about that company is scarce and there are certainly no catalogs to be found, but it definitely has that "space age" vibe from the 1960's and 70's, which influenced my suggestion that yours was from 1978.

These were in production for a while and I would go 1988 with that styling but happy to be proved wrong. I have yet to find these in the catalogues.

You’re right on the movement. That came in in the mid 1970s and was a workhorse for a long time.
The Eagle 7s (that little Eagle logo) were - I think - produced through the 1980s and 1990s … and in high volumes.
Many of the Indian-redialed Citizens are Eagle 7s.
